Ciminelli confirmed that all of the urban fill soil has been removed from the site at 201 Ellicott St. as part of a state-supervised remediation. That effort will eventually see the 2.5-acre site readied for construction into a 220,000-square-foot development after decades as a city-owned parking lot.
